1 The seventh respondent is the incumbent Minister of Land Affairs and Rural Development appointed as such by the President of the Republic of South Africa as contemplated in section 91 (2) of the Constitution (the Minister). He is cited and acting herein in his official capacity.
2 Apart from the fact that he has been cited as a respondent in this matter, the Minister nevertheless has a right to intervene as party in these proceedings as contemplated by section 29 (2) of the Restitution of Land Rights Act 22 of 1994 (the Restitution Act).
